Hi Paul,
I presume the lip is drilled through? I put the stiching/lashing holes at the lower edge of the lip so the stitching went around the lip. Either would do. You could make the holes smaller, about 2mm and spaced about the 1" mark. It won't make much difference in strength in the coaming.
