Hi Scott
The Sea Tour is very stable, yes - esp compared to your Sea Otter (I've built both, as you likely knew)!
The lighter weight will make acceleration quicker, but it will still have nearly the same waterline and hull drag (possibly more drag) as his similar sized commecial boat. I doubt there will be much real speed differential - though if he *thinks* he's going faster, then that's all that matters!
