As Jay implies, the reason is that polymerization occurs during the drying (curing) process and therefore isn't reversible by just adding the original liquid carrier.

But.....

this kind of 'doesn't really make sense stuff' is everywhere, I call it cosmic humour.

For example, on a recent trip to Honolulu, as we were driving the freeway my wife asks... "how can they call this an "interstate"?

Or, on the way back in the Honolulu airport, a young voice on the loudspeaker proudly announces a "direct, nonstop" flight to San Francisco. The thought through my mind was: where exactly would they stop on the way?

Makes life fun :D
