I think the most important design criteria is that the boat is comfortable. The actual speed capability of the boat, unless it is radically bad, probably is not that important.
One thing to consider is that on rivers the wind blows in two directions, up-river and down-river. So it is either with you or against you, and as you probably know, paddling with the wind is not nearly as helpful as paddling against the wind is harmful. So, you want a boat that will be easy and comfortable while paddling into the wind. Longer boats typically provide a smoother ride while bucking winds and will probably be drier.
