The dye will bleed when coated with epoxy. The dyed section would have to be glassed (or at least coated with epoxy) and dry before assembly. This is easier to do where there's a natural separation -- the deck to hull seam.

Perhaps the dyed sections were sanded and faired with the rest of the hull, cut out, dyed and coated with epoxy, allowed to dry then reassembled with a thin whitish wood strip filling the void where the saw kerf was.
Anybody recognize the kayak and know who built it?
