Try www.crikut.com. You can get a demo at most Jo-Ann Fabric and Craft stores. If you like it, sign up for the Jo-Ann's e-mail list. They send out discount coupons about 3 times a month. You may be able to use one, or these might be on sale. $100 bucks off list is getting to be common.
I want to have some stencils cut on an adhesive material

Any Kinkos or sign shop which cuts vinyl sign material can do this for you. Bring in your design on a memory card or cd, or e-mail it to them.
You can cut them by hand, too.
You'll use a two-layer material; the top layer is stuck to a base layer. Frisket film used by airbrush artists and "Contact" brand adhesive shelf paper from the housewares aisle at the grocery store would work.
Print a reversed or mirror-image of your design on this, (a laser printer usually works) and cut around it with an X-acto knife. Spray it with an adhesive (check 3Ms line of art adhesives) before you remove your design and the remaining pieces will be your stencil, still attached to the backing sheet. Your remaining glue will be only on the stencil pieces. Stick it in place and carefully peel off the backing sheet. Peeling at a sharp angle you can coax pieces off
of the backing and they'll be in the right places.
If you could be a bit more specific on your design--how large, how intricate, etc. perhaps there are simple and inexpensive materials and techniques available.
