I would suggest your local antiques shop. Around here you can pick up a serviceable low-angle block plane for under $10. If you go to the Fine Woodworking web site there is an article about finding and tuning old tools from about 3 years ago by Matthew Teague in issue 180. It's a subscription site, but they'll give you a free trial. If you search my name there is more information on getting started without spending a ton of money.
