Generally going smaller the changes are obvious, it gets kinda tiny inside. Going the other way though isn't as obvious, it gets bigger inside that may seem like a nice thing, but since it'll also grow hugely in volume it'll also float much higher than it should and things like the waterline beam can get awfully skinny to the point that the initial stability is horrible.
So good idea to not do this if you expect the boat to have similiar characteristics of the original, at least without talking to the designer first.
