One always could do this by using a relatively quick work around:
presumably you start with a metric model that you wish to become imperial and at the right scale. . .
1) in the metric model export a .part file.
2)open a new file in imperial with the least amt. of data - I use only 2pts in ea direction so I can delete that data easily.
3)In this new imperial file, import the metric .part file. It comes in with all the layers, plus is now scaled correctly for imperial!
4)delete the large surface. And delete its layer sometime down the road.
Now the old metric model is at the right size, with original layers, but in imperial. I'm sorry, but i haven't looked at the other characteristics (like layer colour and developability, etc), but they are fairly simple to reintroduce, if required.

this seems to work upwards from freeship2.6 to delftship3free or delftship4free.
