Since I build mostly strippers, I can't answer your question about strength of scarf joints. But your jig for puzzle joints got me thinking (on hearing this my wife usually groans...). You don't need a CNC rig to cut them. All you you need is a fairly cheap inlay set (ie from Lee Valley), a 1/4" straight bit, and a plywood pattern in the shape of the joint. You can make the joint any size/shape your want. Once could go nuts designing patterns for scarf joints...
