Unfortunately in the wood world, cedar is primarily used for house trim or siding and they come up with standards that allow them to make the most money possible.
The Lumber Co. in my home town in CT does get real 3/4 planed on both sides. How much did you pay for it (board ft) etc. Since you had it shipped and all the hassle, I would go with it and just belt sand the rough side a bit smoother (not perfect) so it makes your planing job a little easier. I have used wood like that and that's what I did. You can always ask the lumber co. why it came that way and see what they say? Normally 3/4 wood is called 1" pine etc. assuming for the loss of planing.
