Skin-on-Frame: Calculating rocker

Hi y'all. I'm working on my first boat and SOF kayak and have hit a roadblock in determining the rocker.
I'm trying to put in 3" of rocker on the boat, and I'm doing it by measuring from the center-ish rib mold of the boat to the second and the second-to-last ribs. When I lay the keel batten on the gauge, the rocker looks ridiculously steep. I'm working from Mark Starr's book; he recommends the 3-4" rocker for a general touring boat. The set of forms in the book doesn't appear to have anywhere near 3" of rocker from the middle to the ends, so I'm thinking I must be wrong about something.
