Hi Michael,
Use a carbide scraper instead of sandpaper, less dust and easier to control how much you take off.
I only once got a milky look applying epoxy, I was using a card/squegee as well but the milkiness disappeared after a short while. I think it was moisture that was my problem rather than dust. Micro air bubbles could be another cause, maybe. Moving the card quickly might bring in those bubbles.
