Perhaps that is simpler to make.

I've used epoxied wood hooks to hold bungies, and had them let go, in hot conditions,
so I don't feel it's reliable to use glued blocks under pressure.

I don't think bungies and blocks would be simpler to use, over and over and over again, for years.

Pay now or pay later. Later almost always costs more.

I use my storage space to carry things and fill up the whole space when I go camping.
I'd find blocks and bungies in the way, surely making packing harder
and cutting my carrying capacity down.
