There's no general "rule" for plans nor books. If the author of the book or the designer doing the plans wants a license agreement it has to be stated on the plans and/or in the book. If it's not stated then the plans are basically open domain, do with them as you wish.

The designer may not like it, but that's pretty much the case, it has to be written down every time.

Still, building without paying a royalty is in effect intellectual theft.
