I'm a bit curious about this topic; how, exactly, does this work? I'm reading Robs' comments as saying the only person who can own/have a boat is one who purchases plans/permit, for building a boat for themselves; IOW, am I not allowed to purchase the plans, and by that permit, to built a kayak for my kid? She doesn't like tablesaws, sanders, moaning chairs, but loves to paddle. As I read Robs comments, she's condemned to paddled plastic.....

makes no sense to me, but that's how it reads. I'd say - one permit per boat, built by whoever, whether 'professional' or hacker.
