: makes no sense to me, but that's how it reads. I'd say - one permit
: per boat, built by whoever, whether 'professional' or hacker.

The reason for this is primarily that many designers are also builders so if they sell you an unlimited plan and you decide to build them professionally you could be in direct competition with the designer for the same customers.

It's also how they make a living, if you buy one set of plans and build 10 boats you've cheated them out of the profits for 9 boats. Hard to make a living that way.
