Paddle: Tear outs, fixing, sanding

I have a paddle (my first) that I thought was ready for sanding, but as I went over it with an ROS with 80 grit I saw a few places where the plane had gouged the wood weren't sanding out completely.
It seems like I had a few options:
1. Go down to 60 grit and see if it sands out the problems.
2. Go back and plane them out.
3. Leave it be, it's going to get beat to heck anyway.
Opinions?
