Hi Ian,
Need to separate the comments and questions or no one other than the person your replying to will see the question, and me :)
The epoxy will stay "green" partially cured for a couple days at least, best bonds though are when it's hardened to the point that you can still dent it with your fingernail, hard but rubbery.
Once it's cured to the point it's hard, and you can't dent it anymore, yep you'll need to sand the surface and depending on the resin might have to wash/scrub the surface to remove blush (kinda a waxy film on the surface of most epoxies).
