Pat (the builder of the skeg) says it's 100% water-tight out of the box. I believe it. The stainless steel cap screw he uses for the axle fits very tightly in the sides of the housing. In case you ever have to remove the blade I would not glass over the axle. If it makes you feel better, it wouldn't hurt to put a blog of caulk over each end.

BTW: I brought the kayak home from the body shop last night. Pics soon.
