I haven't put a caliper on it but it looks like 1/8" diameter cable. The outer sleeve is 1/4" ID polyethylene tubing (3/8" OD). The slop between them doesn't seem to matter at all.

From how he explained it, he basically just moved the cable forward on the housing about 1-1/2". He also doesn't bond the cable end into the blade. He uses a stainless clevis. He notched the skeg slightly to give the clevis room when retracted. It keeps the cable pulling straight so it won't kink. I didn't take the skeg out of the housing so I don't have any pictures. These show the end result pretty well though.

The Nereida had a stock skeg unit. Notice how the cable comes out of the top of the housing:
