Yes, but in my case the boats were canoes not kayaks so the inwale was needed as part of the gunwale. I see no reason why the outwale cannot be treated in the same manner since it, presumably, will be needed as part of the finished boat.

As well as stiffening the sheer plank, it also reinforces it against breakage during handling - not a problem for me so far but it happened on a 14 foot boat my buddy was building. he was the guy who suggested it to me, in between mutterings that I took to be philosophical observations.
