Lightly sand to get rid of the bumps, then scrub the surface with a scotchbite pad and soap and water, then again with plain water. Will eliminate most problems, let dry well then recoat. If it doesn't you'll see the problems with the water rinse, will act like the epoxy would cept the water will just dry.
