Contact cement works really well on minicell; it produces a very permanent bond. Apply one coat to both surfaces, let it dry a bit past the tacky stage, then apply a second coat. Once the second coat is tacky, press the pieces together firmly, and they're bonded. Of course, with contact cement, you have to make sure everything is in position when you push it together, there's no readjusting. Also, if it's for a seat or padding that will be getting wet, you should use solvent based contact cement.
