Rather than thru the stem, I think I'd run it thru the gunwales, both of them near the stem, easier to seal that way. A embroidery hook (walmart) is an easy way to grab the line thru a small hole. A dab of varnish on the line pulled into the hole will seal it, have to work it back and forth a bit to do both sides.
