: box. I believe it. The stainless steel cap screw he uses for the
: axle fits very tightly in the sides of the housing. In case you

I would never state something that has yet to be installed is, "100% water-tight out of the box."

Direct from the installation notes for the onno skeg kit:

"Silicone seal the skeg pivot bolt ..... o.k to epoxy in place during above fillet stage but a little harder to pull out if ever need to. Either one is fine but the bolt and nut must be sealed."

Please also note that the SS hose clamp on top of the skeg box in Dan's photos got turned around somehow and not how I position it. ... This would make the clamp's screw / nut a real pain to turn ... I send the kit out with this facing fowards so a regular screwdriver can get to it from the forward facing head.
