Doing a scarf joint on a board is not easy. Doing a scarf joint on a strip is almost a joke it's so easy and will not break at the joint.

Cutting accurate scarfs on actual boards is very difficult and because of the mass shape, any discrepancy in the angle or plane will not allow for overall bonding to take place.
Scarf the strips. You can easily do this with a jig on a radial arm or chop saw. A while back, someone posted a pic of a simple jig to use on a chop saw. I just use a spring clamp with a rail to keep the strip in alignment and I can glue up more than 10 in a minute. I can cut accurate ones on my radial arm in seconds too. They will not break.

Here's my gluing jig. Once it's clamped and glued, I gently pull it forward and do the next one. I work on the floor for long strips.
