Actually electric baseboard heater elements work very well for heating small areas and are pretty rugged and relatively cheap. Grainger stocks them. Works just fine on a cheap inline thermostat too. Will heat a small area like under a kayak a whole bunch faster than a bunch of light bulbs, probably safer too.
