Yes it is just the stuff from the hardware store, I got it from the local Ace Hardware. It is used as a release agent just like you would use packing tape to keep the hatch lip from becoming permenently glued in place during layup. The epoxy fills the texture, and when you remove the liner just like removing the packing tape, it leaves this texture.
