Tack free is when the epoxy has cured to the point that new cloth can be layed upon that surface and not stick, can be smoothed out to eliminate the wrinkles.
It's not totally cured, just not sticky anymore, usually called the green stage can dent the surface with your thumb nail but loose fibers no longer stick.
