Don't skip the stickers in MN - they do check. A friend got caught paddling on the Mississippi in St. Paul MN with expired stickers and got hit with a fine.

Amusing note: When I registered my kayak, the person at my local office wasn't too sure of the procedure for obtaining Hull Id Numbers for homebuilt boats, so for about two weeks, until I contacted the DNR directly, my boat was registered with the official Hull Id Number of "Please Assign". Certainly unique, but not in the standard format.
