Most if not all of the free web hosting sites have a built-in editor for creating web pages. I use the Weebly site, my blog is http://theancientkayaker.weebly.com/ and it has a half-decent editor, although as usual you have to "get used to it"
Years ago I used PageMill which was a great application, fast, good HELP, WYSIWYG, excellent visibility of and control over links, and it was free. not any more. Back then free sites permitted you to upload an entire site with FTP (File Transfer Protocol) once you had created and debugged it in your computer, which I much preferred, but that ability seems to have vanished - probably it still works if you pay for the space.
