I've got 3/4" fiberglass sleeve (I think) from Soller, it'll fairly easily make that bend but flattens at the bottom of the curve. It'll require some sort of mandrel to form the sleeve over, not sure what you'd use for that.

Smaller diameter sleeve may well make the bend easier, still will require a mandrel.
