Do you really need casters? If ordinary wheels are all you need, just cut circles from wood. At the speed we push these things, wood wheels will work fine. Cut 'em by hand with a coping saw or with power tools--jig saw, sabre saw, scroll saw, band saw, lathe, rouer, shaper, drill press and circle saws. All of these make nice circles, or have circle making jigs or fixtures which you can buy or build in the shop. Got a table saw? cut a square piece of wood then fix the center to a sliding base, and then use multiple cuts to knock off the corners, rotating your (formerly) square piece until all the corners are gone and it is mostly round. Sand it to get it rounder. It doesn't make a difference what tools you use.

An exact diameter? Who cares. Just make them in matching pairs by stacking two pieces of wood and cutting both at the same time. I'd probably start with a 1x4 and cut out wheels which are about 3.25" in diameter. If I wanted bigger wheels I'd use scrpas of plywood. I'd use a 1/4" hole in the center of the wheel, with a 1/4" bolt through it, to help me cut it evenly. After i had a circular piece I'd chuck the bolt in an electric drill and spin the disk while applying some sand paper to smooth the edges. After that, I'd use a 1/4" bolt for my axle, and secure the wheel with a washer between it and the leg (so it doesn't rub) and a nut. Two wheels at one end. None at the other. Move the assembly by picking up the end with no wheels, and pushing or pulling like it was a wheelbarrow. You can probably make two wheels in less time than it takes to get to the store, and the materials are going to be less than the cost of the gas to get to the store.

People keep saying they don't want to reinvent the wheel. Why not? All the auto companies come out with different wheels every few years.

Yeah, but you gotta move to Saudi Arabia. Ever consider diesel? You can grow plants which yield oil which is suitable for use in a diesel. The first engine made by Mr. Diesel ran on peanut oil. Gas stations wouldn't be invented for a couple of decades. In theory, you should be able to build a diesel engine which would run on coal dust, saw dust, wheat flour, corn meal, recycled paper, etc.--but someone would need a way to feed these combustibles into the engine. It is not as simple as the fuel injectors used for liquid fuel.
