A wood rasp and some sand paper work just dandy, though there's some sweat equity required. A dremel/rotary tool works a charm, too, with those little sanding drums.
But, you should always keep in mind that, once the skin is on, most of those frames will never be seen or touched ever again!

That being said, if you can wrangle a spindle sander out of the deal, then that's OK, too . . . .
