I hope Joe doesn't get the feeling I'm picking on him,
but moving the seat back or forward changes the centre of gravity and so alters the handling characteristics in wind.
You could make it turn away from the wind or into the wind depending on where your C of G is.
Find the C of G and then build the column to suit.
