Pauls question is appropriate,

are you using EPOXY or POLY??

Epoxy cures with heat caused by a chemicle reaction of the 2 parts. If you didnt mix the ratio right Tacky is what you get. puting the boat out in hot sun or underneath hot lights will help and it may cure but much slower .

if it is epoxy Id mix up a small batch (properly) and put over a test area of the tacky stuff and see if it cures

if your using poly follow pauls advice.

The paint is not causing the tacky cure (If the paint is dry). the coating Poly or epoxy may not adhere well to the painted surface unless it was prepped for a topcoat.
