Hi Robert,
I would just leave it. The only one who will see it is you and even if another sees it he will not see it as a blemish, but simply ask what that is.
If you must fix it, heat it with a heat gun, cut down to the stem, peal the fibreglass back to where you can't see the fibreglass anymore, cut off and replace.
At the stems the strength of the boat will not be compromised much by doing this.
