The epoxy doesn't have to be tacky to get a chemical bond, the epoxy takes about a week to get about 75% of the total cure and about a month to get a full cure at room temperatures. Anytime in that first week will work fine and still have a chemical bond.
6 ounce is fairly heavy already, 12 ounce is bulletproof also as mentioned will be pretty heavy. Putting a second ply on the football "might" make sense for a rugged boat, doing two layers of 6 ounce on the whole boat though is overkill. Smaller layers, like the football should go on after the hull is covered otherwise you stand a good chance of trapping air where there is an overlap, no strength where air is trapped.
