I haven't built one but here's my understanding...

1) Yes, inside of hull next.

2) Not sure, wait for experienced replies.

3) Recess is cut prior to glass - as I understand you want all stripping/assembly done before glassing. Then the hatches are cut after glassing, but before attaching deck to hull.

Didn't the plans for your boat come with instructions? (I'm a firm believer in RTFM... ;)
