Is this something you have tested? I ask because a scarf joint inherently includes some endgrain, which is the bane of a good glue joint. A 12" block glued to the side of a stringer section is 12" of 100% edge grain. A 1 in 12 splice on 1" material is 12" of a mix of end grain and edge grain.

However I think both methods are strong enough for our purpose, and a splice looks much better.
