Don,
I have had success with both gluing the plans to the plywood and also using a push pin to make holes in the paper and then connecting the dots. The push pin alternative leaves the plans intact for reference or reuse. Should you use the push pin method, make lot of holes, every inch or so around complicated spots is very helpful. For the long curved portions using a long flexible strip of wood or a piece of plastic trim from Home Depot will assure that the curves match the orginal plans.
4 mm plywood seems to be a standard for kayak construction.
