This happened to me, I cut the blisters out when the epoxy was still rubbery and patched them, I think this is the way to go. if you inject the blisters with epoxy there will be a high spot, which can get sanded off leaving a small spot with no glass over it. Probably not a big deal, but I still feel more comfortable with no holes, so to speak.
