Well, I have, on multiple occasions, scraped bits of paint or varnish off the skin of various kayaks - and then water starts seeping through there. And, I've had skin coatings (eventually) flake off where my heels have rested against the skin. {I use a nice heel rest, now, though}
My thought is that the PL will not be coming off, no matter what, so I won't be getting a wet bum if the actual paint happens to scrape off. I suspect that a line of it along the keel and chines, and under any high stretch areas like your heels, is all that will typically be useful. But, doing the whole hull, covered by a single coat of paint, *seems* like a viable alternative to 3-4+ coats of paint.
