After reading all the comments on my original post I realize that I left out two parts of the operation that are necessary. First, the Dremel is operated at very slow speed. My Dremel has speed settings from one to ten and I run it at one, the minimum. In fact it is just slightly faster than sanding by hand which does minimize the dust that is generated. Secondly, after completing a strip I do flatten the edge but now it is a simple task and I use a Porter-Cable profile sander. The end result is good. I have tried using an ROS but for me it is too aggressive even at slow speeds.
