Super 77 is good stuff, but I would rough it up and clean it with alcohol. When you use Super 77 be aware that you have to spray it on and wait until it's pretty tacky, almost dry, or it will just slide around and pull right off. Let it sit a couple of days before you really crank on it. It's not a critical use, so if it fails, can do it again using Super 90, which is designed to use on plastic laminate. You'd still need to rough it up and clean it.

Don Goss mentioned using epoxy. If you want the installation to be more permanent, you can use epoxy. I've had really good results with West G/Flex on plastic stuff. I've used it to put nylon webbing loops on fiberglass and plastic kayaks, and I've used it to make repairs on plastic kayaks. You can't just glue up plastic, you have to prepare it pretty carefully, but they have good instructions on the web site and in the packaging. If you follow the instructions it won't fail.
