I know that epoxy takes weeks to fully cure and maybe more. I know if I work on a new boat, you can easily sand into the cured epoxy. The following year that epoxy is like stone. I would think if it's been a few weeks at a decently warm temperature you would be OK. Make sure you scrub the surface with some detergent and water to get rid of any blush. Blush will interfere with the drying of the varnish.
