Material: Differences from state to state

Went to a fairly local Ace Hardware. I was told there is a different requirement for the solids per million parts of what not for all finishes where I live--LA. According to the salesman, it is a different product if I drive to another county.
Does this sound true? I have heard there are stricter rules for finishes in California, but do they make different formulas for different parts of the the country?
And who is willing to ship me some bootleg good stuff to Calif?
