Hi John,

I'm most certainly no expert on this, I just ran into it a few weeks ago here when trying to buy oil based house paint and not being able to. Odd thing is the stores here are full of oil based varnish, stain, metal paint etc.

I'd suggest doing a web search on California low VOC paints and see what you can find.
