In CA different pollution districts have different VOC requirements. For a particular product ... varnish as an example ... many districts have the same requirements ... but some do not ... so there can be a little variability from district to district. I don't think that manufacturers formulate products to satisfy different requirements for each district in CA. From what I can tell is that rather than deal with all the different rules from district to district for the products that are allowed, dealers have said to heck with it and don't carry the products at all.
